Vista が対応しません、より高いバージョンのOracleをインストールか
The Microsoft fix is Vista SP1. The Oracle fix is 10.2.0.4 applied to the 10.2 client box. There's a backport in the works for 11g client as well, but not yet available.

Cause: An external transaction branch ID with a length either too large or 0 was passed in.
Action: Report the problem to your external transaction coordinator vendor.

Oracleアセンブリバージョン †

.NET 版の Oracleアセンブリでは、参照するアセンブリのバージョンとクライアントにインストールするバージョンが異なると動作できません。

Oracle.DataAccess.dllとOraOps11w.dllのバージョン番号必ず一致すること。OraOps11w.dll中ではハードコーディングで決まられている

コンポーネントが見つかりません †

下記のような接続文字列を用いて、Oracleをアクセスする際に、

Provider=MSDAORA;Data Source=DB;User ID=K4877;Password=pass4877

開発PC上にOracle Clientはインストール済みなのに、下記のエラーが発生しました。

Oracle クライアントとネットワーク コンポーネントが見つかりません。これら
のコンポーネントは Oracle Corporation から提供され、Oracle Version 
7.3.3 (またはそれ以降) のクライアント ソフトウェアの一部としてインストール
されます。 プロバイダは、これらのコンポーネントがインストールされるまで機能
しません。

解決策：

オラクルクライアントのインストール先の「Client_1」（デフォルトでは、C:\Oracle\product\バージョン番号\Clinet_1）の「セキュリティ」タブを開いて、「Authenticated Users」の「読み取りと実行」チェックを一旦オフしてから、もう一回オンに設定します。「OK」で確定してから、PCを再起動すれば、解決できます。
