IIS 7.0 では大きいファイルのアップロードに、特別な設定が必要です。

%windir%System32\inetsrv\config\フォルダ直下の「applicationHost.config」設定ファイルを開いて

変更点１：

<configuraton>
  <configSections>
     <sectionGroup name="system.webServer">
        <sectionGroup name="security">
          <section name="requestFiltering" overrideModeDefault="Deny" />

下記のように「requestFiltering」の「overrideModeDefault」属性の値を「Allow」に設定する必要があります。

          <section name="requestFiltering" overrideModeDefault="Allow" />

変更点２：

<system.webServer>
  <security>
     <requestFiltering>
        <requestLimits maxAllowedContentLength="2147483647" />
     </requestFiltering>
  </security>

Webアプリケーション側の「Web.config」は、下記のように、「maxRequestLength」（単位：バイト）と「executionTimeout」（単位：秒）属性を設定する必要があります。

   <httpRuntime maxRequestLength="2147483647" executionTimeout="3600" />
